Full Job Description
Employees in this position perform manual labor work, which is performed alone or as part of crew, involving storm water system inspections, maintenance, and repairs. Inspections include storm drain inlets, yard inlets, pipes, ditches and streams. This position is required to perform technical work within an office environment as well as manual labor in the field. This employee will be required to perform heavy physical labor in all types of weather conditions, using a variety of tools and equipment. Works under direction of Stormwater Crew Leader and Stormwater Foreman.EXAMPLE OF DUTIES
Assists with the repairs of catch basins, outfalls, junction boxes, yard inlets, detention ponds, illicit discharges, and other storm water systems at frequent interests to insure that all aspects of the systems are functioning properly.Operates/utilizes a variety of equipment or tools associated with activities, which may include a truck, mini excavator, storm water monitors, diagnostic instruments, camera, global poisoning system manhole cover puller, measuring devices, hand tools, and cement.Performs stormwater system inspections and repairs, including inspect storm drain structures, piping and ditches; installs drainage pipes; repair storm drains, catch basins, and pipes; digging and backfill trenches; and retrofitting catch basin lidsPerforms grounds maintenance, including removes leaves, weeds and debris from storm drains, drainage ditches, and catch basins; removes litter and debris from roadway curbs, shoulders, medians, sidewalks, and other City rights-of-way; clears weeds and brush; and collects trash and litterMaintains a safe work area, including; places and removes cones, barricades, warning devises, and/or directs traffic at work sites to ensure safety of work crew and public; cleans up work sites upon completion of job; picks up all tools and equipment; secures the jobsite if returning later; washes vehicles and equipment as needed; cleans up shop areas; maintains tools and equipment in safe and operable condition; safety use, mic, and dilute all chemicals according to direction labels; and when operating motor vehicle, observe safe driving principles and practicesMay perform additional duties, including; assist other City departments as requested or required, particularly in emergency situations; and applies larvicide in detention ponds, creeks catch basins, and other areas of standing waterAdheres to all applicable state and federal laws; local ordinances; City and Departmental policies, procedures, rules and regulationsEndeavors to continuously improve the services provided to the citizens of TylerPerforms other related duties and functions as assigned, required, or directed, or which are obviously necessary, readily apparent, or related to other duties and responsibilitiesWorks as scheduled – Occasional overtime required Demonstrates interest and initiative in learning new techniques and procedures; attends scheduled trainingHelps other employees when needed or askedAssists in training new employeesWears acceptable and clean clothing/uniformDemonstrates appropriate decision making/problem solving ability Ability to enter into, crawl through, work in, and exit tight spacesAbility to stand; walk; sit; crouch and crawl for extended lengths of timeAbility to lift and carry 80-lbs; push and pull 25-50-lbsAbility to read and write in the English languageAbility to work inside and outside with extreme weather conditions Other duties as assigned
MINIMUM QUALIFICATIONS
Education and Experience: Must have a minimum of eighth grade education. High School diploma or GED preferred. Must have one (1) year of experience in manual labor. Experience in concrete and drainage maintenance repair is preferred. Must be able to operate a one-ton flatbed truck, chainsaw and perform a large amount of construction work under bridges, in pipes, etc. Must have a valid Texas Class “C” Driver’s License with good driving record. A valid Class “B” Commercial Driver’s License with air brake endorsement is preferred.

The City of Tyler will accept two years of relevant experience in place of each year of college required in the job description. Four years of relevant experience will be considered in place of an Associate’s Degree, and eight years of relevant experience will be considered in place of a Bachelor’s Degree. Any experience required in the Minimum qualifications is in addition to years of experience substituted for a degree. The City of Tyler supports a policy of a drug and alcohol free workplace. No person under eighteen (18) years of age will be employed in any regular full-time position. Persons under eighteen (18) years of age may be employed in temporary or regular part-time positions, if they furnish the City with a minor’s release (Form 2-2) and are approved by the City Manager. No person under eighteen (18) years of age will be employed in any position requiring the operation of a City motorized vehicle.
